If it's just to put together modules it's no biggie, when some Chinese c-Si shop moves to manufacture cells then ok.

STP's Goodyear facility uses very little made in the U.S.:

...feeding the factory’s bill of materials includes links from Florida (EVA from STR), China (tempered low-iron patterned glass, aluminum frames, Tonsan sealants, and Suntech’s own PV cells), Japan (specialized materials), Austria (Isovoltaic backsheets), and Switzerland ( Meyer Burger group production equipment). pv-tech.org

So, this is a low-tech assembly site. And they get Federal and State subsidies and tax breaks for doing it. And it's only 50MW out of 2000MW total production for STP.

Meanwhile, First Solar is shut out of the China market, unless they give majority control to a Chinese partner.
