I wouldn't, either. The overall effect of it is relatively minor, since any lost revenue is ultimately recaptured in the eventual final sale. It horribly complicates the rules and I suspect is mostly ignored.

I have ignored it at times -- on my return as well as client returns -- when I knew the effect of it would be minor. Just isn't worth the trouble. But it is what happens when attorneys on the Staff of the JCT start trying to patch up the Int Rev Code.

We've ended up now with patch piled upon patch. They think nothing of creating a new bureaucracy to deal with a perceived problem. Like the 1099 rules in Obamacare.
