That idea was discussed here over the last few weeks. I have seen no analyst remarks that would have started any rumor.

One scenario I can think of, and it's only my idea, considers PSINet's NOC in Troy, NY. It's Bell Atlantic territory and BT has been discussed by analysts as possibly interested in Bell Atlantic. Bell Atlantic could take over control of the NOC and PSINet's management as part of the deal.

BTW, BEL has been a strong performer of late. I am wondering what's up there. Multiple 52-week highs this week.
