One scenario I can think of, and it's only my idea, considers PSINet's NOC in Troy, NY. It's Bell Atlantic territory and BT has been discussed by analysts as possibly interested in Bell Atlantic. Bell Atlantic could take over control of the NOC and PSINet's management as part of the deal. BTW, BEL has been a strong performer of late. I am wondering what's up there.
