Exactly. And why it is never testable. It's just a philosophy and how much keynesian spending is possible is always dependent on the whims of politicians...... Sooooo, the idea that the spending was only a third of what it should have been is really a wasted exercise. Better to find common ground on what might be doable - although the current crop of misfits in Congress makes that highly problematic.
