I've suggested rolling everything back to the Clinton years. Doesn't play well, even on the Obama thread. No one wants to give up their gains. Just a few on this thead agree with it.

Current services baseline budgeting scheme...when they are talking about cuts as potential decreases in future spending increases (10 years out, no less), you know they are still so far away from reality that something so patently rational as you propose is inconceivable.
