The Eisenhower and Reagan administrations were both quite similar in this respect: the President did not try and micromanage every aspect of government. They both established the right set of values and principles and the proper role of government, then picked capable people who shared those values, and got the hell out of the way.

And lacking experience in government notwithstanding, I see no reason why Herman Cain could not, and would not, operate in much the same way. The caliber of his leadership in the private sector gives me a lot of confidence that it would apply pretty comfortably to his presidency.
