the reported number of soe bankruptcies are on the order of 5000 per annum since late 1990s, and all are of the small / medium variety

the big guys are making money because of their size, operations, and china growth, and because they had spun-off their social / loss-making side lines into collectives (i.e. enterprises owned by the staff operating nurseries, hospitals, etc)

china does not have any soe monster such as fannie mae and freddie mac that are explicit instrument of state central planning and communal enterprise as well as state-sponsored hedge fund

at least not yet, for those are entities more typical of late-stage empires
