"The amounts that Raines, Howard and Spencer are paying under the settlement are far less than what the government was seeking when it sued them in December 2006. OFHEO sought fines of around $100 million against the three and restitution totaling more than $115 million in bonus money tied to an improper accounting scheme."

Scam $ 115 million and pay back $31 million. Not going to jail. That is my hero! Will this procedure be taught in the Wharton School? Bernie Maddoff eat your heart out.

Raines shows Maddoff how it could have been done smarter through Chicago style politics. Is Raines from Chicago?
Back in 2004 $115 million seem like a lot but now with green energy and the billions these guys are getting away with is starting to make Raines look like a piker.
