It was right after Bernanke announced QE2.

The 8/31/2010 Revision to the header is the first one with no restriction on the number of short positions other than the max of 5 positions. See Rule 4 in the header and in the Revision History for the ones before 8/31/2010 and to check the 8/31/2010 version.

Don't believe we ever allowed for 100% short. Max 50% as far as I know, anything more than that would be wishful thinking, I guess.
