And why should you need a State license to cut hair, or do nails, or almost anything else? I remember reading a story about this woman who was working in a salon braiding hair until the state found out that she didn't have a cosmetology license... Turns out they forced her to get the certificate even though they didn't teach hair braiding in the school..... go figure.
