What the hell are you talking about? Congress is certainly dysfunctional but it doesn't have to be that way.

How is it that you are a lawyer and you don't understand that our government was designed to be inefficient? Did you flunk all of your high school civics courses? The wheels of change are supposed to be slow.

If you want an efficient government, go live someplace where they have a dictatorship.
