You can't force people - or businesses - to borrow money. Yesterday the mortgage rates fell again and now are less than 4 - the lowest ever. We don't know what the "tale" is because we are all in the middle (or beginning) of this mess yet, but we do know what countries are in the best shape. What do they have in common?
