try not to extrapolate to much from one month, funny things happen. with your data all you need to do is wait for the week before expiration and go long and after the week go short. as you say it "virtually every month", how many of the past 12 months to you quantifys this statement?

the point of 35 last month was that was where the most action was, this month it is 30. under your scenerio we should expire at 30.

years ago at sports books in vegas, you lost ties on football games. ofcourse if a big game had a spread of 7 points and the favorite won by 7, all you heard was grumbling of a fix, since the casino now did not have to pay either side.
