Interesting. I did not know Dems came on board when CRA provisions were strengthened. Clinton played such a minor role in this bipartisan action. But the seeds for 'too big to fail' in an era of unregulated total GOP control were set and all the greedy Wall Street insiders including many from the Clinton administration were at fault.
