Lawrence McDonnell pointed out that Cain's 9-9-9 proposal would produce only half as much revenue as the federal government now receives. That's the first problem. The second problem is that the poor, who now pay little or no federal taxes, because they receive next to nothing in income, would now have an 18% tax rate--9 for income and another 9 for sales, since they spend all their money just to survive. So, no, I'm not in favor of the Cain proposal. I would much prefer a genuinely graduated, progressive income tax structure, which we clearly don't have now.
