We exempt most foods (not some of the crap junk foods or food bought at McDonalds) and exempt medicines and medical care. Seems to me to be a pretty fair way to go. If you want to buy your child a greasy unhealthy burger that cost way more than fixing more nutritious foods at home - you pay the tax. But the thing is it's your choice! You know how much time it takes me to fill out my State taxes? .......NONE! What's regressive is the payrole tax at the federal level for SS! Now that's regressive.
