California allows college aid to illegal immigrants By Greg Lucas | Reuters – 6 hrs ago



SACRAMENTO (Reuters) - California Governor Jerry Brown on Saturday signed a bill giving illegal immigrant college students access to state-funded financial aid, the second half of two-part legislation known as the "Dream Act."

The controversial measure, which passed the Democrat-controlled legislature on a party-line vote in September, represents a victory for immigrant-rights activists ahead of the 2012 presidential election. California is the nation's most populous state.

Only two other states, Texas and New Mexico, allow illegal immigrants to qualify for state financial aid for college, according to the National Conference of State Legislatures.

"Going to college is a dream that promises intellectual excitement and creative thinking," Brown said in a written statement issued by his office.

"The Dream Act benefits us all by giving top students a chance to improve their lives and the lives of all of us," he said.

Brown in July fulfilled a campaign promise by signing into law a companion bill to allow illegal immigrants to receive privately-funded college scholarships. Together the two bills have been dubbed the "California Dream Act."

A federal Dream Act that would have created a pathway to citizenship for illegal immigrants who attend college or serve in the military failed in Senate last year.

Opponents of the California Dream Act have argued that public funds should not be used to help illegal immigrants, especially as California faces deep budget woes that have prompted cuts in education and higher tuitions at the state's public colleges and universities.

"Citizens are having a hard enough time getting the classes they need now," Assemblyman Tim Donnelly, a Hesperia Republican, wrote in a September 9 letter to Brown urging him to veto the legislation.

"(California already offers) students in the country illegally in-state tuition; legally documented students from the next state over can only dream of such a benefit," Donnelly said.

California is one of about a dozen states that allows illegal immigrants to pay in-state tuition, based on attendance and graduation from a state high school.

Under the new law, written by Senator Gil Cedillo, a Los Angeles Democrat, those same illegal immigrants would be eligible for aid from the University of California, California State university system and the state's 112 community colleges.

They could also apply for Cal Grants, which are cash awards based on academic performance.

For the 2007-2008 academic year, the University of California reports that less than three-tenths of one percent of the system's 220,000 students were immigrants who qualified for in-state tuition.

More than 68 percent of those 1,941 students were U.S. citizens or "documented" immigrants, according to the University of California.

At the state universities, the new law would affect 3,633 students, or less than one percent of the 440,000 students enrolled in the current school year.

Of the nearly 2.9 million community college enrollees, 34,057 would be affected

Celente also supports alternative energy because as he says, like the Internet revolution of the Clinton era, the alternative energy industry is going to spur job growth and off course with it shift the balance of wealth. Right now, the Asian countries have been the beneficiary of the transfer of wealth from the US.

Somehow the "gloom and doomers" have taken the negative part of what he sees trending and have started to float it around as email. Notice how they have deliberately omitted what he proposes we do, which is focus on "alternative energy." Wouldn't be surprising of these are the same folks who are pushing for a deeper scrutiny of how the Solyndra loan was granted.

I haven't received the email but it doesn't come as a surprise to me. Of course, he would sent out this email as the Occupy Wall Street movement gains strength instead of when the Tea Party started to become big. The right is very worried about these demonstrations. It provokes their worst fears. Last week, I received a nasty email from my GOP cousin unprovoked.......pointing out how dangerous these marches are. The right has always known the teapers were a small minority..........unlike Occupy Wall Street. And is it any coincidence that mindmeld makes a reappearance, pushing Ron Paul, as these marches gain strength?

And as for Mr. Celente, I find his 'predictions' use a very broad brush and not particularly impressive.......but then that's just me:

His very accurate forecasts since 1993 [10] have included predictions about terrorism, economic collapses and war. More recent forecasts involve fascism in the United States, food riots and tax revolts. [3] [11] [12] [13] [14] [15] Celente has long predicted global anti-Americanism, a failing economy and immigration woes in the U.S. [11] In December 2007 Celente wrote, "Failing banks, busted brokerages, toppled corporate giants, bankrupt cities, states in default, foreign creditors cashing out of US securities ... whatever the spark, the stage is set for panic in the streets" and "Just as the Twin Towers collapsed from the top down, so too will the U.S. economy ... when the giant firms fall, they’ll crush the man on the street." He has also predicted tax revolts. [16] [17] In November 2008 Celente appeared on Fox Business Network and predicted economic depression, tax rebellions and food riots in the United States by 2012. [18] Celente also predicted an "economic 9/11" and a "panic of 2008." [19]

In 2009 Celente predicted turmoil which he described as "Obamageddon" and he was a popular guest on conservative cable-TV shows such as Fox News Sunday and Glenn Beck's television program. [6] In April 2009 Celente wrote, "Wall Street controls our financial lives; the media manipulates our minds. These systems cannot be changed from within. There is no alternative. Without a revolution, these institutions will bankrupt the country, keep fighting failed wars, start new ones, and hold us in perpetual intellectual subjugation." [20] He appeared on the Glenn Beck show and criticized the U.S. stimulus plan of 2009, calling government controlled capitalism " fascism" and saying shopping malls in the U.S. would become "ghost malls." [21] Celente has said, "smaller communities, the smaller groups, the smaller states, the more self-sustaining communities, will 'weather the crisis in style' as big cities and hypertrophic suburbias descend into misery and conflict," and forecasts "a downsizing of America." [14]
