I earned one but never used it. I already had a degree in civil engineering. A friend of mine with a degree in electrical engineering used it towards a MS in Environmental Engineering at George Washington Univ. It certainly didn't pay 100% there was a certain amount of money you could use per year and it wasn't very much money, about enough to cover maybe a third to half of the costs per year. In the past when college tuition was a lot lower it was a much better deal. Not anymore.
