Any flat income tax plan will negatively affect the bottom 50%, who pay almost no income taxes.

I look at that as a plus. IMO, our progressive tax system is at the punitive level for those that make more than 250K while most at the bottom pay nothing and hence have no irons in the taxation fire. Those at the bottom are free to use their votes to elect themselves to more entitlements without any repercussions.

When the people find that they can vote themselves money, that will herald the end of the republic.
