Yes, retired people like most everyone would default to 9% under 999 which by itself would be manageable. The problem arises with a national sales tax when applied to retirees. Cain's 999 already allows for empowerment zones and a similar allowance would have to be made for retirement income in order to pass his plan. I still support Cain, I'm just saying 999 would still need some work.
