It's a much debated question. Lets say drugs in general, as none of them stopped with heroin.

I do not have an answer, but some possibilities.

Drugs only allowed great musicians some ability to break down a barrier they may have had. A person without significant talent will not play great music on heroin or any drug.

Drugs, at best, allow someone to capture what they already have.

One twist. Certain drugs may make a pathway to those great ideas possible that might not have been possible. Connections, for lack of a better word. But again, no one is going to write a, "Strawberry Fields" from taking acid or shooting some black tar.

Just my opinion and perhaps wrong.
