An observation by someone else:

Maybe they have come to the conclusion that Obama will not take any risk. Plus the plan was supposed to put the blame on the Mexican drug cartels, which would have been thought as pay back by the criminals for the arrest and killing of their members recently. Should they have succeeded, S.A. would know where it really came from. Don't forget, S.A. and Iran are already in confrontations in Yemen.

What better way then to send a strong message to Saudi Arabia than have this done in DC believing that the US cannot and will not take military actions. Maybe they're showing that they can act as they please - anywhere. And maybe they're poking to see just how weak this administration is.

But also it could be the Ahmadinejad gang is getting back at Khamenei trying to stir the pot for a confrontation with US.
