The roe turns pear shaped only in recent years. If you go back 10 years, it's been consistently high. If the recent bad roe is because of temporary trouble, it will be a good buy when it reverts to mean.

But you have a good point about consolidation. Need to do more digging...

CRO has been a lousy business before the economy turned lousy. Come to think, it has been a lousy business, since I looked at companies in this sector around 2003....
