Maybe he was given a choice Uganda or Iran and he picked Uganda. I would too, since this is the cheaper and less risky option.

Economy is in trouble, markets are weak. Now social mood is turning sour.
War will fix all these 3 problems. And more importantly, it will line the pockets of the military apparatus and produce windfall corporate profits and windfall wages for private contractors and security agents.
