The things to consider:

Season, Fall/Spring
Water Temps, Spring warm rain raises water temps, Fall cool rains cool water
Oxygen content, current, wind, vegetation add oxygen to water...very important to fish and locating them
rising water allows concentrated fish to spread out in search of food.and higher oxygen levels.
Rain brings muddy water to creeks along with nutrients and food and current and oxygen.
After a few days when water levels stabilize fish move into shallows and brush to take advantage of new food source.
When water cools in the fall the fish follow the baitfish shallow to feed up for winter. In Summer/Fall thermoclines turn over in the lake and oxygen is the key factor to fish location it always makes it difficult fishing when fish are in transition
As water rises bodies of water get bigger as the surface area spreads out, on bluff walls all fish have to do is move up as the water level rises, so if there is current bringing food and oxygen to them that's a good place to find them.

They are like we are...they need food and oxygen to survive so they go where there is most of that content available to them...unless it's spawning season that's all they think about.
so, when fishing you are trying to mimic the available food source they are eating....ie: grubs, crawfish, shad, perch, worms, frogs, lizards etc

LOL....like the banker crooks go where the money is?...that's where you find the sharks
