as normally any people do to somebody in trouble out of the urban/suburban areas That shouldn't be normal .. That's a problem with society... I'm not talking about a tow driver earning his living that way and such...

When I was a kid in Montreal, maybe 11, we had a 3 day snow storm that shut down the city... Takes a LOT of snow to shut Montreal.. Anyway a local Dépanneur (convenience store) was price gouging 2 to three times
normal prices.. folks remembered that.. he was boycotted mostly afterward and went out of business within a year...
