Obama simply followed the agreement that Bush negotiated. Obama had wanted to negotiate another agreement to leave a few thousand in Iraq past the period Bush agreed to .. but his team is too inept to negotiate with anyone.

Obama has followed the Bush lead on Iraq and many other policies, like Gitmo, the Patriot Act, rendition, etc. All the things he ran against, this war president has embraced.
