TD-SCDMA is not winning. It ended up as a local Made in China effort used in China. The rest of the world ignored it other than a few local swindles funded by China. TD-LTE is not the same thing. For decades I have maintained that Made in China mobile Cyberspace would be a big deal and that Huawei should adopt 450Mz CDMA2000 and follow-ups to rule the world. They didn't [starting with the bombing of the China embassy in Belgrade which spoiled the plans].

LTE is orthogonal frequency division multiplexing and wow, there is plenty of information here: en.wikipedia.org There are mountains of information a click away these days. Not like growing up in the jungles of Brazil and Outer Aotearoa [NZ].

Huawei might be able to leverage their low prices and Qualcomm support into general conquest of with vendor finance into Angola and most other places to make TD-LTE into a huge success. But they'll still have to pay the royalties to the LTE crooks.
