They did. I wonder who placed a halt on trading. My guess is that Citrix caught wind that someone had quoted them out of context, and asked the Nasdaq to halt trading until they could disseminate a clarifying press prelease. The market's reaction was disconcerting, and I believe the behavior of some of the market makers might come under question.

Iraq Approves Return of U.N. Arms Monitors

BAGHDAD (Reuters) - Iraq has approved an accord allowing U.N. arms
inspectors including Americans to return to Baghdad and resume work, Baghdad
radio said on Thursday, apparently defusing a three-week-old crisis.
