All who open basic a/c and associated safety deposit boxes in HK are required to show passport, and anywhere in the world utility bill address proof. Some banks restrict n.americans (Canadians n Americans) to only the basic a/c as opposed to the wrap a/c that allow stock investments and paper metals n other derivative transactions.

There is a shortage of big deposit boxes for rent in HK CBD.

Believe the rule for Americans is that you do not have to declare a safe box (do have to declare bank a/c) to tim geithner unless a second individual has a key n authority to open the box (to ostensibly trade whatever may be w/i).

Check w/ USA accountant / tax lawyer. The empire's rules are laughably absurd, and simply drips with evil intent.
