Did Kennedy go to Congress to attack Cuba? He didn't attack Cuba. Who trained and supplied the Cubans.......and we supplied B-26's and part of their crews for the invasion.. BTW the War Powers Act hadn't been passed in the Kennedy/Johnson eras.
