In my experience many of the kids in gangs are the smartest of their peers. Gangs are often small businesses. They are simple illegal small businesses, but many of the kids involved are quite clever- they just don't see the mainstream system offering them the same opportunities. I think we could reverse that, but it will take work, and I think taking the profit out of drugs, by making them legal, or at least decriminalizing them, would be a huge help.
