Why would they bring them back.....they'd like to bring the profits back (untaxed of course) but it's doubtful the jobs will come back any too soon,.. If the profits were generated overseas, it isn't "bringing them back" its bringing them here in the first place. And whether its "back" or not, its stupid to penalize bringing money in to the US. All income of every citizen IS the business of the IRS and the USA. According to current law it is, but reasonably, or by the standards almost all the rest of the world uses, it shouldn't be.
