I think that is the variable.

Our society was very hard on the African American community for 300 years. We had laws that made it illegal to even teach them to read. So they are having to play catch up. Why affirmative action is so valuable. And the first thing Jeb Bush got rid of when he was governor of Florida. Republicans normal short sightedness.

Many of the Hispanics also do not have a history of eucation. It takes that first family to get educated to pass it on.

It requires education to understand complex social issues. Most of the minorites are just trying to survive.

Unemployment is below 5% among college graduates.
