I'm not an energy analyst but it is possible demand from China and perhaps a global economy celebrating the rise of capitalism could make up for less wasted on wars.

I probably should not be commenting on this since it is unclear what the context is but for the record major military costs are capital not labor intensive costs, i.e. hardware, electronic, weapon systems, fighter jets, aircraft carriers, and so on. (Seymour Melmon, Columbia University)
