Lets not stop at "new"...

How about existing government buildings, shopping malls (big and small), and bog box stores (think Target, Kmart, and Wally). If I've left anything out, please add to the list.

Also, one would think water retention systems that captures rain water from roofs would help ease the burden of watering ground plants/trees near the above mentioned buildings.
