History has never been of much importance to me. We the Living are the people who have to get along, not those who went before who for whatever misguided reasons did what they did. <how do you think greek democracy of ancient times worked ? > Google can help you out with that question.

Probably the landed official citizens had votes, if they were standing in the village square and slaves were left home to prepare dinner. Women were probably minding children somewhere. Just guessing.

Greece does have an opportunity and incentive to make some substantial changes which are going to happen whatever they do. Better to make the coming changes improvements rather than carnage. It is unlikely to improve their lives if they burn down their cities, refuse to work, fight each other [physical conflict] and frighten foreigners.

Introducing Tradable Citizenships would make Greece the best place in the world. I'll buy half a dozen if I can afford them.
