Kuril Islands (japanese name for them Chistima-means thousand islands) were discovered actually by Dutch in mid 1600's
Russians were first who claimed control of northen/central Kurils in 1830's. Japan assume control in 1875, when it taded the southern half of Sakhalin Island for the Kurils.
Ever since Soviet Union occupied Kurils at the end of World War II
relations between Japan and Russia were strained. Economic ties were
always tied to resolution of issue. Kurils are unbelievable but heavily polluted by Russians and continue to deteriorate.
Japan actually claims only several remote southern islands.

Japanese were always interested in projects in Siberia. (Forestry,
oil/gas pipeline-they need everything. Mining gold is their least priority. Heavy industrial metals-palladium for sure they are salivating about.
Again dealing with Russia is at best difficult, even without Kuril's but there is a significant movement under way as Japanese need more and more Russian resources and Russia needs their technology.
