Prolife, since you'll never get a straight answer from Ted, let me answer for him.

Ted used to live in LA, but circumstances forced him to move to Seattle. It's likely that he is a US citizen.

However, Ted has expressed a desire to move out of America, perhaps to Germany. It is unclear what is holding him back, given how much he hates America these days. Every time someone asks, Ted gets awfully snippy.
