Good ole campaigning item of John Kerry" Fight against terrorism will be effective if fought with the intelligence resources and not with the military resources. Military spending needs to be axed significantly and some savings should be diverted to strengthening our CIA and the rest should go to social programs, job retraining etc. The military savings with the return of the troops should be diverted to their job retraining.
