Md has an election board 3 from the ruling party and 2 from the minority party.

Dems have ruled MD for over 150 years, the state houses are controlled about 70-30%

When Glendenning won the gov ship the election committee said the election was a fraud (100% turn out in Baltimore inner city, zero out keys,etc)

But since dems run everything that have a Law that the incoming gov can fire the existing election committee and put in his own, which Glendenning did and the new committee said everything is fine.

On the night of the election Ellen Sauerbrey had a 5k lead with 98% of the vote in, each % was about 5k.

A reporter asked Sen Sarbanes what he thought about a repub gov winning in MD, since there was not way Sauerbrey could lose. Sarbanes looked at the reporter and said ' no worries' I knew the fix was in.

Glenndening got everyone of the last 10k votes to win
