I saw IT from its early inception and followed it to this day. I saw the first network gear coming into the offices, without a place to be installed and hey were put under stairways, unside shelves, on top of tables.
Then Tech Bubble kicked in.
Today they have datacenters specialy built fro them and CIOs take care of huge budgets.

Once tech bubble kicked -with all that brouhaha in the news- it excited a lot of youngsters all over the Third World. They saw it as a quick way up the salary scale. It was seen as a cool profession. They dreaming of Silicon Valley and boys with the caps turned around.

They flooded the market. The salries went down because they were being graduate by the dozen.

Companies saw those thousands of redundant graduates and sent the jobs to where they were sicne they could not get HB-1 visas for them to come to the US.
