Intercity and rural failures takes in one bunch of kids. Of course, but problems there are not about "American public schools". Way too much overgeneralization and thus a failure to specify the problems well and thus a failure to actually get things done. At the political level, such arguments often are fronts for charter school arguments, voucher claims, and other such attempts to privatize public education, as well as undermine teacher unions because they support, by and large, Dem candidates. I'm not accusing you of that, Steve, but a lot of folk who make that claim are actually using it as a cover for other agendas.
