By intention, neither. At least when they're on their meds and rational. But if they were going to give them to someone it wouldn't be al Qaeda (obviously) but to some Shia group like Hezbollah.

The bigger problem becomes that once Iran has nukes then Saudi Arabia will quickly get nukes. Throw in Israel and Pakistan and then you have the ME on nuclear hair-trigger. Hundreds of missiles pointing every which way under the control of not-particularly-stable regimes. How long do you think that would last?

Just one error, human or technical, or one maniac, could lead to a truly unpleasant experience.
