1. Genghis Khan would slaughter everyone in a town that resisted him. If the town surrendered, he would enslave the artisans and intellectuals and kill all the rest, or sell them into slavery.

2. The Athenian Empire had democracy for Athenians. Everyone else was a slave and treated like crap. The islands they ruled actually preferred Sparta to Athens, and Sparta was horrible. Though they really preferred Persia, which was a fairly benign empire.

3. Stalin may have killed 20-40 million of his own people. He was a wee bit paranoid.

The United States has a lot of brutal to go to to catch up to these guys and the Nazis.
