Yes, that's true, but in the end they lose anyway because they can only steal after somebody has created. The act of stealing destroys the value they try to steal. Only a few of them can grab much. Look at North Korea - apparently starvation is on the cards. There is only a certain amount of opm to steal. Metacomet is obviously on the public teat and as in Greece, when the opm runs out, and MC has to get a real job more suited to their talents, it's unnerving and makes them angry. It's actually quite nice to have the end of the game coming up quickly. Bring it on. No more opm. No more bail-outs.
