You sounded sarcastic, and I am somewhat dubious when it comes to Japan. They have had sever trade restrictions on us, and yet flood our markets, and we haven't been able to do much about it. I'm afraid that your statement "There is too much at stake for Korea and Japan and the U.S to let it go. " may indicate that we will take it on the chain to prevent their disaster (which would be worse for us also). It just seems that we don't negotiate too well when it comes to trade agreements with Japan, so I wouldn't expect this situation to be much better. We will help them out so they don't have to is my worry.
