John - I believe the argument would be that a boat load of rocks would simply sink. A boat load of crude would leak all over like the Exxon Valdez. Add to that that bitumen would be a very heavy oil and you have the argument.

It would seem to me that upgrading the oil before exporting would go a long way towards mitigating the problem. It would also seem to me to be a good thing for Canada as well. Somewhere we discussed this and there was an issue with coker capacity. Someone here will know.
