A portion of that upward trending slope on your chart had to do with SPR fills.....1995 forward.

Those purchases, considered strategic, really played a big role in obfuscating the trend for demand from the economy. Kinda of a plugged in reward to preferred suppliers...as that additional demand kept price trend intact and obfuscated a lot of the data points.

During the same period vehicle miles driven were falling..industrial demand was shifting...the variables were not well reported.....

Refined products export picture clearly illustrates how value added manufacturing works...commodity only producers, without capacity to refine, loose advantage, substitution of sources of oil will begin to pressure the import data significantly...
