Most of the corruption in Canada comes from the province of Quebec. In Canada we are against corruption and don't really believe there is any. We tend to sweep it under the carpet and pretend it is not there but it is. In America the public is shocked when a public official is caught taking a bribe even though it is common. In Mexico and all S. American countries it is normal to take bribes and kick-backs and if you didn't people would be surprised. In Ukraine crooks solicit money by beating you up if you don't pay up. A civil servant in Slovakia will actually send you a bill for services provided in getting you a licence or a permit. Corruption is everywhere but the perception from place to place about what is normal is different. My first experience with public corruption was when a friend's dad got caught hunting out of season by the game warden. They went off for a private conversation and pops came back without his $2000 rifle. NZ is probably just like Australia and just like Canada when it comes to corruption because we have almost exactly the same background except Canada was blessed with more French. Joie de vivre!
